Once, I told my friend I didn't used to wear "短褲."
What I said was "short pants" at that time, and unfortunately it is uncommon and consided to be wrong.
My friend told me that people usually say "shorts," and that's it.
Therefore, pants and shorts are different, and "short pants" means another thing.
 
Unlike Mandarin, "褲" covers both pants and shorts, English has different words for each category.

"Pants" means a piece of clothing that covers you from your waist to your feet and has a separate part for each leg. "Trousers" is a British usuage. In addition, they are always plural, they will never be "a pant" or " a trouser."

"Shorts" means a piece of clothing that covers you from you waist and ends above knees.

"Shorts pants" means a piece of clothing that covers you from your waist and ends between knees and ankles.

However, language is change all the time! If there are more and more people say "short pants" refering to "shorts," there will be no difference betwen them one day. What is wrong will be correct, just like "long time no see."
